I would place it right next to the obvious Inception when it comes to movies that play with the idea/potential of dreaming.
Most of the movie takes place in the dream of the main character where he goes through all kinds of memories that are being erased from his mind. It has very inceptiony effects. No big budget stuff like rotating hotel hallways for gravity play but still very nicely done and quite surreal.
Also you get to see Jim Carrey in one of his few dramatic performances (absolutely no face pulling in this one) and I think he does very well.
I suggest give it a try if you liked the surreal effects in Inception.
